Message	as I have also experienced a failing MAF. It never caused the car to not shut off but would limit the RPMs to somewhere around 3K and would basically make the car un-drivable. What do you mean all the lights work with the Key turned off? Like you can turn on the interior lights? Headlights/ Taillights? If so, this is normal and has nothing to do with the ignition. I never got any codes when my car wouldn't shut off. Here's what I would do. Try to find someone near you that has a good known MAF (although I don't think that is the problem) and ECU and spend an hour swapping them out.
